Achieving Europe's R&D Objectives: Delivery Tools and Role for the EU Budget (2011:6)

The EU’s R&D policy has recently come under the spotlight. It is a central element both in the review of the EU budget and in the so called Europe 2020 strategy, where the goal of increasing the level of investment in R&D in the EU to three percent of GDP is emphasized. The authors of this report discuss the strengths and weaknesses of Union´s R&D policy and examine areas in which the EU should pay particular attention in order to ensure that results are delivered.

How to Reform the EU Budget? A Methodological Toolkit (2009:5)

The EU budget review will enter a new phase this autumn when the European Commission presents its long-awaited proposals for budget reform.

At this seminar SIEPS will publish a new report, How to Reform the EU Budget? A Methodological Toolkit, in which EU spending is examined in detail. The multidisciplinary approach in this scrutiny of the budget combines different branches of economics with political science and the subsidiarity principle. The author arrives at detailed conclusions on EU expenditures that differ substantially from the answers provided by traditional theory.

A Better Budget for Europe: Economically Efficient, Politically Realistic (2008:2epa)

This European Policy Analysis proposes a method for analysing the EU budget which combines economic, political and legal aspects. This integrated and multidisciplinary approach was lacking in the previous literature on the EU budget. 

The objective is to offer a basis for a realistic and comprehensive analysis of how the budget should be structured.
