EU Energy Policy in a Supply-constrained World (2008:11epa)

Energy security has gone high up on the EU's agenda under both the framework for energy and security policy.

The development means that Member States must consider how and to what extent energy policy should be part of a more general attitude in the field. The debate is whether it is possible to agree on what needs to be avoided and the benefits of this. The question of a "crisis mechanism" for various energy sources are also discussed.
