The EU Budget

The purpose of the project is to examine revenues and expenditures in the EU budget. There are several unanswered questions on revenues, for example whether the budget should be financed by an EU tax - and how an EU tax is best linked to EU expenditures - or whether the current system of GNI based contributions can be maintained and, if so, what reforms would need to be implemented.
An examination of EU expenditures requires a discussion on the budget headings per se , but it also opens the door to a discussion on what characterises the Union in its current stage of development and, even more to the point, where it should be headed. The project will therefore result in reports that study the development of federal systems with respect to their structures and competences, that is to say, the responsibilities of the local, regional and central levels in the system.
