In October 2004 the heads of the member states of the European Union signed a treaty on the establishment of a constitution for Europe. This constitutional treaty should have been ratified by all the member states by November 2006, a fact that raised questions at the time about how such a ratification was to be carried out and what arguments there were in favour and against the main options of ratification.

This study assesses the debate on the advantages and disadvantages of referendums and relates it to current research in the field.
