The constitutional development of the European Union

Timeframe: 2007-2010

In the light of the comprehensive reform in 2007 agreed by the Heads of State and Government, Sieps has in 2008 focused on an in-depth analysis of the Treaty of Lisbon. The main objectives have been to understand what the amendments introduced by the Treaty mean and to identify new questions that may arise. A large part of this work has focused on the ratification process in the EU Member States. Although this work to some extent continues, the focus in 2009 and 2010 moves to issues beyond the Treaty of Lisbon.

The Swedish Administrative Model and the EU

Timeframe: 2005 - 2010

In this project the negotiations and implementation of EU legislation will be analyzed from a Swedish perspective. Focus will be on legislation relating to the internal market.

The main purpose of this project is to study how the European Union influences the Swedish model of public administration. Of particular interest is the EU decision-making process: the proactive phase (when the EU's policy is designed), as well as the reactive phase (implementation of policy). Of particular importance is the proposal by the Working Committee on Constitutional Reform (‘Grundlagsutredningen’) and, to some extent, proposals from the Commission on the Public Administration (‘Förvaltningsutredningen’) which will be subject to further processing and discussion in 2009-2010

Representation, delegation and democracy

Timeframe: 2006 - 2010

The purpose of this project is to study the processes, structures and institutions rather than the formal constitutional aspects of the EU. By regarding the EU as a multi-level political system is that a number of similar research questions concerning the representative system can be addressed on several levels and that the interdependence between the various levels can be addressed.

Statistical survey of the legislation in the EU

Timeframe: Completed

SIEPS presents a yearly statistical survey of the legislation in the EU. The survey includes directives and regulations published in the Official Journal (OJ). The intention is to present the legal acts that have been adopted, the distribution between the institutions and the areas of co-operation concerned. The survey also includes a presentation of the committees involved in the legislation adopted by the Commission (number and type).
