The Lisbon Treaty emphasized the need for a more coherent and comprehensive European foreign policy – and supposedly gave the EU the institutional tools to carry it out. More than one year on, and in the midst of a 'stress test' from the Arab uprisings, how well are these goals being accomplished? How well is the EU matching values and interests with action? Is the full spectrum of EU external relations competences being effectively employed, including
migration, aid and crisis management? What are the prospects for improvement? This event, co-organized by SIEPS and UI, welcomes scholars and practitioners to explore the "broad view" questions of EU foreign policy goals and the "institutional view" questions related to the External Action Service.
