Preparing Intergovernmental Conferences


The Convention on the Future of Europe was assigned to prepare an intergovernmental conference (IGC). The convention can be seen as an experiment and innovation since it differs from earlier IGCs and does not follow the traditional "conference-diplomacy".

In this study, the convention is related to earlier preparations on IGCs in order to obtain a deeper understanding of this particular method of preparing an IGC. The preparations and the IGCs are analysed as interlinked processes and as cases of institutionalisation

The report was presented at the seminar The European Convention and Distribution of Competences and is a part of the research project Strategy 2004.
