A Modern European Union - What should it be doing?

After the results of the referendums in France and the Netherlands on the European constitution and after the European Council's decision to proclaim a period of reflection in the EU, SIEPS arranged a seminar to discuss how the cooperation within the EU could evolve. Can the EU in a more efficient way contribute to solutions to the problems of our time?
