Energy has always had a prominent place in the European integration process. And yet, the establishment of an EU energy policy is relatively recent, particularly in its external dimension.

Increasing energy needs, and the imperative to secure supply in a changing geopolitical context may explain this recent development. To be sure, the Treaty of Lisbon has endowed the European Union with an express competence in the field.

In this report, the author discusses the impact of the Lisbon Treaty on the EU ability further to develop an external energy policy.
